A citizen who has moved to another place of residence and receives a pension or other types of monetary support from the Pension Fund of the Russian Federation must contact its territorial office with an application to request a pension file. This is necessary not only for the sake of maintaining order, but also for the convenience of the pension recipient himself. For example, when moving to the northern regions of our country, a citizen has the right to additional benefits, allowances, and additional payments, but if he does not apply to the Pension Fund with the appropriate application, then the amount of his payments will not change.

Another important argument: today pension certificates are not issued. How can you certify your status as a recipient of a pension or other social benefits? The amount of cash payments paid will not change, namely: all benefits, allowances for harmful or difficult working conditions, etc. will remain with the pensioner regardless of their registration address. Another thing is the regional coefficient, paid only to those citizens who live in the northern territories: it can be removed or added depending on the place of residence.

If a pensioner has been accrued and paid a “northern” pension, then its amount cannot be reduced when moving to another region.

The Pension Fund branch, in the archives of which the payment file is stored, pays the pensioner the security due to him. Therefore, in order to transfer a pension from one city to another and fill out a request for a pension file, you need to submit an application to the branch of the Pension Fund of the Russian Federation that is responsible for servicing the new registration address of the pension recipient. If the pensioner has not yet managed to register there, then the request can be made based on his application indicating the actual address of residence.

You can submit an application with a list of required documents to the Pension Fund of the Russian Federation by:

  • personal appearance;
  • by post;

  • using government services.

Simultaneously with filling out the application for the request, an application for the delivery of the pension will be completed, which will be carried out through:

  1. Mail. The application itself indicates the place where pension payments will be received: at the post office or at your place of residence (the postman will deliver). The date of the month on which the pension is scheduled to be received is determined in accordance with the delivery schedule. You can get acquainted with it in advance at the post office at your new place of residence. If the pension is transferred to the post office, and the pensioner does not receive it within six months, then its further payment is suspended. To renew it, you will need to write a corresponding application to the branch of the Pension Fund of the Russian Federation at your place of residence.
  2. Bank. You can transfer pension payments to a bank book (to receive them monthly at the cash desk) or to a card (to withdraw funds from an ATM). From July 1, 2017, pensions are accrued only to Mir cards. If the pension is already accrued to another card, then when its validity period expires, the pensioner will be issued a “Mir” card for receipt. There is no enrollment fee. You can withdraw money at any time after enrollment.
  3. Another delivery organization. The list of such organizations and the terms of cooperation agreements concluded with them with the Pension Fund of the Russian Federation can be found directly in the territorial branch of the Pension Fund of the Russian Federation. The payment procedure is the same as through the post office.

The following documents are submitted along with the applications:

  • passport;
  • if available - pension certificate;
  • SNILS;
  • official papers confirming registration at the new residential address;
  • if delivery will be made to a bank card or book - account details.

An application to change the delivery organization or delivery method can be submitted at any time by contacting the Pension Fund office in person or remotely through the citizen’s Personal Account, which can be opened on the website of the Pension Fund of the Russian Federation.

Instead of a pensioner who continues to work, his employer can submit an application to the Pension Fund of the Russian Federation. In order for him to have this right, a preliminary application from the pensioner and the name of the director of the organization are required.

On the day the application is received or the next day, an employee of the Pension Fund of the Russian Federation will send a request to the Pension Fund branch at the old address. From there, the pensioner's payment file will arrive at the place of request within 3 business days. And in the next 2 working days, the grounds and correctness of the pension and other payments will be re-checked, and a resolution will be issued to register this case with the continuation of pension or other cash payments.

Total: 6 working days of the maximum period for transferring a pension to another region.

This is by law. In practice, longer delays occur. For example, when submitting an application to a branch of the Pension Fund of the Russian Federation, serving an entire region with a population receiving pensions and other payments of more than 50 thousand people, you should not count on meeting this deadline. Delays may be 2-3 months.

In this case, an active life position will help speed up the process: you need to call the fund’s hotline, personally submit an application addressed to your boss, and find out everywhere the exact deadline for consideration of your application. Of course, for these 2-3 months they will pay in a one-time postal order. However, how can a pensioner live all this time, pay utilities and buy medicine?
